This year’s theme “RISE: African Excellence in a New Era” — celebrates African identity, intergenerational leadership, and community resilience. Every contribution directly powers the next generation of changemakers through our programs, youth ventures, and our new BCCA Head Office and Program Space at the Broadway Youth Resource Centre (BYRC), 2455 Fraser Street, Vancouver BC — the home base for our SSLP Venture Hub.

Meet Dacious Richardson
Meet Our Keynote Speaker: Dacious Richardson Founder, RARE (Rise Above Reality Expectation)
Dacious Richardson is a Liberian-born Canadian community leader, youth advocate, and founder of RARE, a Surrey-based nonprofit empowering Black, refugee, immigrant, newcomer, and at-risk youth through leadership, sports, arts, and mentorship. Arriving in Canada as a refugee in 2011, Dacious transformed his journey into a mission to create inclusive, empowering spaces for marginalized communities. Under his leadership, RARE has become a catalyst for youth empowerment, offering programs like the Future Leaders Program, YOUth Say No to Hate & Racism Tournaments, and Mini Olympic Sports for Inclusion.
Beyond RARE, Dacious serves as a liaison with the Surrey School District, youth coordinator for the Liberian-Canadian Association, and a UNHCR Youth Advisory Group member, representing Canada globally on refugee leadership and inclusion. His dedication has earned national and international recognition — including the BC Multiculturalism & Anti-Racism Emerging Leader Award, Top 25 Canadian Immigrant Award, and City of Surrey Distinctions Mayor’s Choice Award.
Through sports, storytelling, and mentorship, Dacious continues to inspire youth to rise above expectations and lead with purpose.
